Every state and territory keeps its own list of plumbing licence classes, and its own rule for who signs a finished job off. Here the eight ladders sit side by side, lowest class first, each in its own words.

The eight ladders

A licence class is a scope of work. Each occupation and class carries its own scope, and conditions can attach to it. Access Canberra In Western Australia the licence or permit card itself states the work its holder may do, Building and Energy and in Queensland the holder of a plumbers licence may carry out only the plumbing work the licence was granted for. Plumbing and Drainage Act 2018 On the ladders below, each rung is one class in that place's own words, lowest rung first where the place ranks its classes, and the foot of every ladder is the same: no licence at all.

New South Wales

New South Wales's ladder New South Wales, rung 1 of 4: provisional tradespersonNew South Wales, rung 2 of 4: tradespersonNew South Wales, rung 3 of 4: qualified supervisorNew South Wales, rung 4 of 4: contractor provisionaltradespersontradespersonqualified supervisorcontractor New South Wales: signed off by the qualified supervisor certificate or contractor licence holder the ground the ladder stands on: no licence New South Wales

New South Wales issues its own licence types for plumbing, draining and gasfitting work: a provisional tradesperson certificate, a tradesperson certificate, a qualified supervisor certificate and a contractor licence. Certificates and licences can be applied for for 1, 3 or 5 years, except provisional tradesperson certificates, which run for 3 years and cannot be renewed. Building Commission NSW

The signing power sits above the tradesperson. Work done under a tradesperson certificate is done under the general supervision of a contractor licence or qualified supervisor certificate holder, and signed off by them; work by someone with no licence at all, apprentices included, needs the immediate supervision of one of those two classes. An apprentice cannot hold a licence, and once qualified the class to apply for, to do or to contract for trade work, is the contractor licence.

Victoria

Victoria's ladder Victoria, rung 1 of 2: registeredVictoria, rung 2 of 2: licensed registeredlicensed Victoria: only a licensed plumber may issue it the ground the ladder stands on: no licence Victoria

Victoria keeps two levels for the person on the tools: registered, and licensed. A licensed plumber is expected to carry more knowledge and experience than a registered one. Building and Plumbing Commission Accreditation is granted to individuals only: the commission does not register or licence plumbing companies.

Only a licensed plumber may issue a compliance certificate. A registered plumber either works under a licensed plumber's supervision or keeps to work that needs no certificate. Building and Plumbing Commission Both registered and licensed plumbers carry a practitioner ID card, and the classes they hold are listed on the back of it.

Queensland

Queensland's ladder Queensland, rung 1 of 4: occupationalQueensland, rung 2 of 4: site supervisorQueensland, rung 3 of 4: nominee supervisorQueensland, rung 4 of 4: contractor occupationalsite supervisornominee supervisorcontractor Queensland: the relevant person the Act names lodges the notice the ground the ladder stands on: no licence Queensland

Queensland offers four plumbing licence classes and endorsements: contractor, nominee supervisor, site supervisor and occupational. Queensland Building and Construction Commission A licence runs for no more than 5 years, or no more than 1 year for a provisional licence. Plumbing and Drainage Act 2018

The signature on the paperwork belongs to the relevant person for the work, and the Act defines who that is: where a licensed contractor supervises or directs the work, the contractor; where one licensee does, that licensee; where two or more do, one of them; otherwise the licensee who carries the work out. Plumbing and Drainage Act 2018

Western Australia

Western Australia's ladder Western Australia, rung 1 of 3: restricted permitWestern Australia, rung 2 of 3: tradespersonWestern Australia, rung 3 of 3: contractor restricted permittradespersoncontractor Western Australia: the licensed plumbing contractor is the one who hands over the certificate the ground the ladder stands on: no licence Western Australia

Western Australia licenses plumbing contractors, tradespersons and restricted plumbing permit holders. Each card states the work its holder may do, and the holder must carry it and show it on request. Building and Energy Other than a short list of basic tasks a householder may do, water supply, sanitary and drainage work must be done by a licensed plumber or permit holder.

The certificate of compliance for major work is the licensed plumbing contractor's to give: installing new fixtures, new drainage or replacing a water heater brings it out within 5 working days of the work finishing.

South Australia

South Australia's ladder South Australia, rung 1 of 2: registrationSouth Australia, rung 2 of 2: contractor registrationcontractor South Australia: the plumber whose registration level allows certification the ground the ladder stands on: no licence South Australia

South Australia splits the business of plumbing from the work of plumbing. A contractor's licence, or its interstate equivalent, is what lets a person or business contract for plumbing work, and the person doing the work must still hold a plumber's registration of their own, South Australian or interstate. Consumer and Business Services

The signature on the certificate follows registration level: the level a plumber is registered at decides whether they may certify work with an electronic certificate of compliance, and only an appropriately licensed person can legally fill one in and submit it. Office of the Technical Regulator

Tasmania

Tasmania's ladder Tasmania, rung 1 of 3: provisionalTasmania, rung 2 of 3: practitionerTasmania, rung 3 of 3: contractor provisionalpractitionercontractor Tasmania: for a hot water system in a new location on an existing service, your plumber notifies the Permit Authority the ground the ladder stands on: no licence Tasmania

Tasmania lists three plumbing licences, a practitioner licence, a contractor licence and a provisional licence, and a business that holds a plumbing licence can nominate a manager for it. Building Standards Tasmania Plumbing that is not low or medium risk work needs a permit from the council permit authority before it starts. Building Standards Tasmania

For a hot water system put in at a new location on an existing service, your plumber notifies the Permit Authority after the work is completed, Building Standards Tasmania and the work itself is a licensed plumber's to do. Householders may take on only the short list the regulator publishes, and only on their own home; the doing-it-yourself guide works through where that line sits.

Australian Capital Territory

Australian Capital Territory's ladder Australian Capital Territory, class 1 of 2: sanitary plumberAustralian Capital Territory, class 2 of 2: advanced sanitary drainer sanitary plumberadvanced sanitarydrainer Australian Capital Territory: plumbers and drainers notify Access Canberra before work, at inspection and at completion, except minor works (replacement and repairs up to $1000), which need only a hydraulic certificate of compliance the ground the ladder stands on: no licence Australian Capital Territory

Plumbers, drainers and gasfitters must be licensed to do their work in the ACT. ACT Government The plumbing classes include the sanitary plumber, who may perform sanitary plumbing work without supervision, and the advanced sanitary drainer, who may perform sanitary drainage work without supervision. No class of plumbing licence is automatically authorised to perform backflow prevention testing. Access Canberra

No single class signs the ACT's paperwork: plumbers and drainers must notify Access Canberra before beginning work, when work is ready for inspection, and when work is completed, except minor works (replacement and repairs up to $1000), which need only a hydraulic certificate of compliance. ACT Government

Northern Territory

Northern Territory's ladder Northern Territory, rung 1 of 2: licensed plumberNorthern Territory, rung 2 of 2: certifying licensed plumbercertifying Northern Territory: the certifying plumber or drainer certifies the work the ground the ladder stands on: no licence Northern Territory

In the Northern Territory you must apply for NT registration to work as a plumber or to set up a plumbing business. Northern Territory Government Above the licensed plumber sits the certifying plumber or drainer: a licensed plumber who also holds registration with the Building Practitioners Board. Northern Territory Government

The territory's signature belongs to that certifying class: an NT-licensed certifying plumber or drainer certifies the work, and, for certain plumbing or drainage work that needs no building permit, the notice of completion and certificate of compliance go to the Director of Building Control in no more than 7 days.

What a licence lets its holder do

The scope of the work follows the class. In New South Wales, plumbing covers water plumbing, sewerage and sanitary work; draining covers sanitary drainage, the pipes between a building and the sewer. Building Commission NSW In Queensland most plumbing work is regulated and needs a licensed plumber or drainer, and licences are granted class by class, so a card shows what its holder may take on rather than plumbing in general. Queensland Building and Construction Commission Plumbing and Drainage Act 2018 In South Australia the two licences do two different jobs: the contractor's licence is the one that lets work be contracted for, and the registration is the one that lets the holder put their hands on the pipes. Consumer and Business Services

Whether a licence lets its holder contract for work, or only carry it out under someone else's licence, is one of the sharpest differences between the places. New South Wales asks a newly qualified apprentice to apply for a contractor licence to do, or contract for, trade work; Building Commission NSW Victoria licenses the individual only; Building and Plumbing Commission and in Tasmania a separate contractor licence carries the business side. Building Standards Tasmania A person without a plumber's licence or permit commits an offence in Western Australia by advertising or implying that they hold one, Building and Energy and in Queensland an advertisement must carry the contractor name and licence number. Queensland Building and Construction Commission
